Terms of Use

1. About these Terms

These Terms of Use govern your use of the MIPAC TVET platform at mipactvet.ciast.gov.my (the "Platform"). The Platform is operated by the Pusat Latihan Pengajar dan Kemahiran Lanjutan (CIAST) under the Department of Skill Development, Ministry of Human Resources Malaysia.

The Platform has two parts. The public website carries competition information, news, results, and the archive. The secure portals are where participants register and manage their entries, and where appointed judges, secretariat, management, and administrators run the competition. These Terms apply to both parts.

By browsing the Platform, creating an account, or using any portal, you agree to these Terms. If you do not agree, do not use the Platform.

The rules of the competition itself (eligibility, submission requirements, judging, prizes, and the treatment of submitted projects) are set by the official Competition Guidelines, the Garis Panduan MIPAC TVET. If these Terms and the Guidelines state a competition rule differently, the Guidelines prevail.

2. Accounts

Participant accounts are created by self-registration with a valid email address and are activated by email verification. Anyone may create an account at any time. Competing in the competition is subject to the eligibility rules in the Competition Guidelines.

Judge, secretariat, management, and administrator accounts are created by CIAST for appointed personnel. These Terms apply to those accounts alongside the terms of each person’s appointment.

You agree to provide accurate, current, and complete information, and to keep it up to date. You are responsible for keeping your password confidential and for all activity under your account. Notify CIAST promptly at info@ciast.gov.my if you believe your account has been compromised.

A participant account acts as the submitter and manager of its competition entries. The account holder registers the project, uploads its materials, and receives its notifications. The account holder is part of the competing team only if listed as a team member on the entry.

3. Registering a project and your team

Project registration collects the project’s details and the roster of its competing team members, who must each be serving TVET instructors as set out in the Competition Guidelines. Per-member details include the national identity card (IC) number, which the Platform uses to verify identity and eligibility and to apply the Guidelines’ one-entry-per-person rule.

Before you add a team member to an entry, you must have that person’s agreement to take part and to their details being submitted to the Platform, including their IC number. How member data is handled is described in the Privacy Policy.

All information submitted must be true and accurate. CIAST is not responsible for the validity of information submitted by applicants and may cancel an entry that contains false or inaccurate information, per the Competition Guidelines.

4. Submissions and uploads

Every entry must be the participants' original work. Content that is sensitive, unlawful, or infringes another party's rights is not permitted. You are responsible for ensuring that all uploaded material (text, audio, graphics, video, images) respects third-party copyright and credits its original sources.

The Competition Guidelines require a declaration of AI use (the platforms, applications, or tools used in developing the project) and a copyright declaration. CIAST may run plagiarism checks and AI-content verification on any entry to confirm originality and integrity.

Files must follow the formats and size limits stated in the Competition Guidelines and on the submission forms. Where the Guidelines allow oversized material to be supplied as a share link instead, the link must be set to public access and must stay reachable throughout evaluation. Linked services are operated by third parties under their own terms.

Incomplete entries may be rejected, and entries that breach the Guidelines may be disqualified. Decisions of the evaluation panel are final.

5. Fees and payment

Registration fees, if any, are set per edition and per category. MIPAC TVET 2026 charges no registration fee.

If a future edition sets a fee, payment is made through iPayment, the government payment gateway, outside the Platform. The participant then uploads the payment receipt to the Platform and the secretariat verifies it manually. The Platform never collects card or online-banking credentials.

6. Publication of results

When results are published, the Platform displays each entry's project title, team member names, institution, category, award tier, and rank on its public pages. These include the Results page, the Archive, news posts, and home-page showcases.

By registering an entry, you accept this publication for yourself and confirm that your team members accept it too. The Archive is the competition’s permanent public record, so published results remain visible after the edition ends.

Numerical scores are never published on any public page.

7. Intellectual property

Platform content not contributed by users (the design, source code, text, graphics, logos, mascot, and the MIPAC TVET wordmark) is owned by or licensed to CIAST and is protected by Malaysian copyright and intellectual property law. Do not reproduce, distribute, modify, or create derivative works from it without CIAST’s prior written permission.

Intellectual property in submitted competition material is governed by the Competition Guidelines. Under Section 6.11, participants grant CIAST the right to use, display, publish, adapt, or commercialise submitted material for education, promotion, research, and TVET development. Under Section 6.12, CIAST may pursue intellectual property protection, including MyIPO registration, for projects with potential.

8. Acceptable use

You agree NOT to use the Platform to:

• Submit content that is false, misleading, defamatory, obscene, or unlawful under Malaysian law.
• Impersonate any person or institution, or misrepresent your affiliation with any organisation.
• Scrape, harvest, or otherwise extract data from the Platform by automated means without prior written consent from CIAST.
• Distribute malware, attempt to gain unauthorised access to any portion of the Platform, or interfere with the Platform's operation.
• Use the Platform for any purpose unrelated to the MIPAC TVET competition or CIAST's training and skills development mission.

Breach of these rules may lead to suspension or termination of your account, disqualification of related entries, and a report to the relevant authorities where Malaysian law requires it.

9. Suspension, termination, and account closure

You may ask CIAST to close your account at any time by writing to info@ciast.gov.my.

CIAST may suspend or terminate an account, with or without notice, if:

• These Terms or the Competition Guidelines are breached.
• False information is provided or an identity is misrepresented.
• The account is used in a way that conflicts with Malaysian law or CIAST's mission.

Closing an account ends access to the portals. It does not erase the published competition record of entries the account submitted. Personal data handling on closure is described in the Privacy Policy.

10. Availability and disclaimers

The Platform is provided on an "as is" and "as available" basis. CIAST does not guarantee that the Platform will be uninterrupted or error-free, and access may pause briefly for maintenance.

Per the Competition Guidelines, CIAST is not responsible for internet access problems, file corruption, or links that cannot be accessed during evaluation, and is not responsible for the validity of information submitted by applicants.

To the maximum extent permitted by Malaysian law, CIAST is not liable for indirect or consequential losses arising from use of the Platform.

11. Changes to these Terms

CIAST may revise these Terms from time to time. The "Last updated" date at the top of this document shows when the most recent revision took effect. Material changes will be announced through a Platform notice or by email to registered account holders.

Continued use of the Platform after a revision takes effect constitutes acceptance of the revised Terms.

12. Governing law

These Terms are governed by the laws of Malaysia. Any dispute arising from your use of the Platform is subject to the exclusive jurisdiction of the courts of Malaysia.
